I'm not sure exactly which stretch you are talking about, but it appears to be on Edgewood Avenue. This stretch is typically filled in the summertime by cars parked by people who visit the park. "Parking" doesn't cause litter -- people do. If we banned people from the park, there theoretically would be no litter. That is obviously out of the question. It is sad that people toss cans, bottles, etc. onto the street or into the park when garbage cans are nearby (even if there weren't any garbage cans). Some of this litter also comes from people in passing, not parked, cars and possibly (gasp!) from people riding bicycles and from pedestrians. It mystifies me why some people are so lazy that they don't take personal responsibility for their garbage. But a parking ban is not the answer.
