this turn light needs to detect if people are in the turn lane in each direction and if no one is in the opposite lane, allow all traffic to move with the turn arrow. Traffic turning into shopping center has increased with Giant, but it causes traffic when there is an unnecessary delay to thru traffic as people rarely turn in the other direction
