Matt77- Northbound Route 1 has an extended green because their is very little traffic turning left from Southbound Route 1 onto Springfield Road (toward cliftion heights). You don't get that extended green going south on Route 1 because there is a lot of traffic turning left from North Route 1 to Springfield road (toward broomall).
The solution is to ban left turns from Route 1 to Springfield road. Route all traffic onto 320 north only one traffic light back. 320 is a two lane highway and could easily handle the traffic.
Will Penn Dot make these changes? I doubt it.

Evidently Marple owns the property where Walmart is proposed. Springfield owns the entrance to the shopping center. There is no traffic study planned and there are no plans to change traffic patterns for the entrances.
Traffic is going to be a MAJOR problem on Rt 1.

It could be solved by light timing. Adding 10 seconds to green lights in both directions would allow more cars to go thru. It takes 10 seconds for one car to go thru when it turns green. when cars are up to speed and moving a car per second can pass through. the green lights in both directions are just a bit too short.
there are also options for traffic light sensors on the pole that monitor ez pass and license plates that have smart timing and the lights will be longer with traffic and shorter when theres less. these are a much better option then the traditional street timers or rush hour variences. these units cost $25k each but would be less then any major road construction and go up in a few hours.
