    Our street is in dire need of repairs. When you drive on it, it's like driving on a dirt road. I have seen kids riding their skate boards on the street and I am worried one will fall and hurt themselves on all the loose gravel. There is also lots of loose gravel piled up in front of the storm drains. I have called a gentlemen by the name of Roberto Sandoval, as I was told he was the person to speak to, but all he has told me is that it will not get fixed. This is an absolutely unacceptable answer.

    The school zone speed limit signs are hidden by low tree branches. There is a serious problem on the Hilltop Dr stretch between Hilltop Drive Elementary and Hilltop Middle School. Drivers have absolutely no regard for the school speed limit in this area of Hilltop Dr. Is there a possibility of adding a flashing school zone sign to call more attention to the speed limit?

Since it's become a problem quite often, is there a way this curb could be marked red up to a certain extent?     My home is located at 755 1st Ave., Chula Vista, CA. We own both 755 and the adjacent building 755 (A and B). Our properties were flooded on Thursday, December 6, 2018. Both our home at 755 1st Ave. and 755 unit B had 2 feet of water inside and in our surrounding yards due to the water not being able to drain properly from Hilltop park.

    There are several issues that contributed to the flood of our properties. First, the water that drains from Eastlake is brought from a very large concrete opening at the park entrance on Hilltop Ave. down to a small 3 ft. wide canal through Hilltop park. It then drains into a large pipe on the other side of the park. Hilltop park is used as a funnel for the drain water and is not adequate for the amount of water that comes through. The park floods frequently with minimal rainfall.

    Second, the canal through Hilltop park and the large drain on 1st. Ave. have not been maintained properly. Rocks were thrown on the side of the canal in 2018 to help with deterioration of the small canal. These loose rocks now block the water from properly draining and further increase flooding into the park. The large drain on 1st Ave. is covered in debri, trees, rocks and roots.

    A small hill was built behind our home before we moved in. We moved in August of 2013. The hill was built as a response to the previous flood of the same property, so we were informed by neighbors. A small wall was built along side the path in the park to funnel the water into the larger drain. All of these measures failed on Dec. 6, 2018. The flood water came directly from behind, into our backyard, up the side of our property and into our garage from the front. Please construct adequate drains for the amount of water that is needed. I am able to provide pictures and video of the damage.

    It is 1/11/19 and we are expecting rain early next week. We have tried calling public works and have been informed that the office is closed. For the short term, Please remove the rocks from the drain canal, clean the debri, trees and rocks from the larger canal on 1st Ave. and position sandbags on the hill built behind my home at 755 1st Ave. Please provide an adequate plan for building/repairing an adequate storm drain or divert the storm water away from Hilltop Park.

    We spoke with Park employees and the supervisor who have informed us that the City has known about the drainage issue for a very long time. They provided me with the phone number to the public works director. I have contacted your office and left voice messages for Irasima Quilatan, the director of Public Works but our call has not been returned.
