The grate atop the drain is clear but the gutter and sidewalk are still flooded. The city posted a note that this problems was resolved this morning, but this photo was taken 20 minutes later.

There appears to be some sort of camp in a crawl space under the freeway superstructure. It appears that the campers removed the chain and lock to make it easier to access their camp.
