*Note: report address is not responsible party, merely the closest COR address for this SCF.*

Downed tree across COR sidewalk/curb/gutter at end of sidewalk stub which was temporarily removed for digging for extension of COR sewer. Drivers on Laurel Mountain entering Ray and turning left normally had a bad sight line spotting northbound motorists coming from the right. Now this downed tree debris blocks the full view. Large limb hung up high and its removal will require chainsaw.

Damaged COR street sign pole. (Pole was reinstalled just a couple weeks ago. For location, reference original service request ID: #1214803 opened 9/16/21. That issue [SCF Issue ID: 11102098] has been archived, so I can't reopen.) Signs appear OK but pole now severely leaning and very loose. (Appears to have been moved/hit or pulled up from the ground. Found sign orientation had rotated 90 degrees, causing the roadways to be mislabeled.)

***Physical location is the SE corner of Ray Road and Howard Road***

(Because SCF sees these streets as beyond city limits thus unreportable, I dropped pin on nearest COR address that borders this street corner.)

COR street sign has been mowed down at corner of Ray Road and Howard Road. (Note: Location is within city limits but because SCF sees Ray as beyond I picked adjacent COR address that backs up to this corner. *Actual location is Ray/Howard.*)

Adopt A Stream sign knocked down *on Ray Road*. Location: mowing strip next to culvert under Ray for Hare Snipe Creek *just south of Knebworth Ct*.
  • 7879-7889 Ray Rd Raleigh, NC, 27613, USA - Northwest

Overwash due to recent heavy rains and flooding have scoured away a sizable portion of the protective riprap that once surrounded the discharge side of the culvert that passes beneath Ray Road. Now there's an immediate drop just 18" from sidewalk edge, so it's also a safety issue.

For location: The culvert discharges into a creek that's within the Lake Lynn Park footprint, next to the maintenance path that parallels the creek.

I don't know which entity needs to inspect this. Ray Rd is NCDOT-maintained roadway, but the situation threatens a COR sidewalk, city parkland, buried utilities, and ultimately the roadway itself. (Previous flooding erosion that washed away this sidewalk and exposed the natural gas line is what necessitated installation of the riprap section several years ago.)

    1. This city street light fixture no longer lights up at dusk. (This is the primary illumination for the busy Laurel Mtn Rd/Ray Rd intersection, so its omission is noticeable at night.)
    2. Nearby overhanging deciduous trees overwhelm this streetlight pole in summer months. It's overdue for pruning below the fixture so more light shines onto the roadway. (Duke Energy's bucket truck will encounter limbs when crew tends to light fixture.)

  • 8101 Laurel Mountain Rd Raleigh, NC, 27613, USA - Northwest
This is northbound Ray Rd along the sidewalk just past intersection with Laurel Mtn Rd. A partially uprooted Leyland cypress tree has become entangled in the bottom set of overhead utility lines. Note: the top of most of the Leylands along this section of Ray on either side of this intersection are interfering with the overhead lines. This particular tree is putting considerable weight on the lines, and others may deserve pruning, as well.

Both issues are in the same vicinity (photographs taken on 5/13/2018):

#1 Mechanical debris in sidewalk easement needs removal: What looks like a collection of an expansive debris field from a vehicle accident/fire sits piled in the shallow ditch/sidewalk easement along the Raleigh/Lake Lynn Community Center property (in between the park entrance and Knebworth Court). Debris observed includes front end struts, engine/electrical parts, body panels, etc.

#2 Natural debris in sidewalk easement needs removal: On the same shoulder just a few yards north of the parts pile (i.e., closer to the park's entrance) is a jumble of large branches - some of which extend out to the asphalt roadway. The debris includes one large diameter section of pine tree that snapped. Note: extraction of the pine tree from the shoulder/easement will require use of a chain saw, for its broken far end is lodged into the fork of an adjacent ground level tree.

Presumably all is related to this RPD crash report dated 4/29/18: http://crash.raleighpd.org/files/201804/20180429205246.pdf

Despite the addition of riprap and fill dirt to divert spring water that naturally collects on NE side of paved path, this section gets obstructed by overflow water after rainfall yet regardless of weather. (Photos attached are taken several weeks after meaningful rainfall. This is spring water.) Section of path has always been prone to flooding. FWIW, rather than just applying more fill dirt (much of which ends up in Lake Lynn when rains come), this path needs to be raised above existing grade with better conduits underneath to enable that side to drain freely without restriction.

Romealia Ln is no longer a dead end street. Although neither SCF map nor Google Maps portrays the brand new neighborhood and city streets that were commissioned earlier this year, Romealia now intersects Stonehenge Manors Drive (both are city streets). Thus the Dead End sign on Romealia can be removed. Photo is taken on Romealia; stop sign in distance is its intersection with Stonehenge Manors.
