The following description if from Oakland Fire Department Lt. Ryan Munekawa. This closed facility appears to be used for storage purposes and has significant structure alterations with a large floor penetration. According to ALCO Assessor, this is a Light Industrial occupancy. Under section 110 under OMC15.12, this property may pose a potential hazardous condition to the adjacent 4-story residential structure (1195 Pine St).

Good Afternoon,This morning, Engine 3 attempted to do an inspection on 1111 Pine Street. We were able to gain access by the contractors that were working on securing the premise. This is a large, ~60,000 sq. ft., 2 story commercial structure that is currently being used as a storage facility with significant fuel load, no fire suppression systems, multiple blocked exits, and a significant hole cut out in the second floor. Please see photos below:

It appears there is only one way to access the second floor and the basement.
All other entrances are blocked off.

This roll up door was used to move vehicles to the second floor. If opened, there will be a sudden drop to the ground.

Per contractors on scene, this building has been broken into multiple times. The owner attempts to fortify the exits, but individuals are still making access.

Although minimal fuel load, only way to access is thorough one small stairwell. All other stairwells are blocked off.Conclusion
Since this is private property only used as storage, I am not sure what the Fire Prevention Bureau can do to make this building safer for firefighters/nearby residents. This building is directly next to 1295 Pine Street which is a 4 story residential apartment building and would pose a significant exposure risk. At the minimum, I would like this building to be put on the radar for neighboring companies so we would have a basic pre-plan in case a fire were to happen. If possible, please send an inspector out to look at this structure.

City pathway/stairway in need of maintainance to reduce vegetation fuel load. Ken Delagado at OFD Station 17. The Fire Engine has to go into oncomming traffic to avoid tree branches. Per Section 503.2.1 of the California Fire Code, a minimum verticle clearance of 13 feet 6 inches is required for Fire Engines. Beginning at 4228 Mountain View Rd continuing to 4548 Mountain View Rd. This area needs to be cleared by Tree Services.

• The tree that is closest to the street may be considered a threat to the public street. I’ll check the tree in the field and confirm whether or not it is considered a threat. If it is a threat, it is a violation of Chapter 12.32 of the Oakland Municipal Code, Street Trees and Shrubs. Tree Services administers 12.32 OMC; we’ll put the owner on notice to remove the tree.
• The other tree, the one that could fall on private property, is a violation of Chapter 8.24 OMC, Property Blight. Dead trees are included in the definition of blight, and are not allowed on private property. The Blight Ordinance is administered by Building Services. Contact them and it will be assigned to a building inspector for follow-up.
