My residence is #29 Rock Creek Church Rd NW. There are two major issues: (1) The individual living there does not have running water. He's been emptying his bathroom waste into a large bucket and taking THAT across to a walkway adjacent to Rock Creek Cemetery and emptying it there. I walk my dogs along there. The stench that this has generated is abominable. This has been going on for along time and others have witnessed it, confronted him and been cursed out. I finally actually witnessed it the other day--I stood and watched, saw where he dumped it and went over to corroborate. I called the police and a patrolman showed up. He suggested I needed to get to DPW and couldn't really do anything without witnessing it. He did indicate I could video it and that'd suffice. (2) the rear of the house is filled with all manner of debris and is surely a harborage for rats. Wether he's a hoarder or not I don't know and don't intend to find out. I've reported this before. Something desperately needs to be done.
