    Please have social services address the problem. We are spending a lot of money to assist the homeless and if they have issues that lead to major littering (and rats) then we need to get social services involved to get them off the streets and into a facility or housing.

    Congestion is increasing on Penn Ave. Traffic is increasing from side streets, and buses and commuter buses take up a lot of space and block intersections. Also, traffic lights may need to be adjusted to allow vehicles to clear out quickly.
