    An abandon is being cannibalized. It appears like some one is pulling the catalytic converter.

    The front of the vehicle has a damaged cowling like someone tried to jack the front end, but lost it. The rear of exhaust system appears to have dropped the muffler and back pipe.

    This vehicle first appeared just before Christmas if I recall correctly.

    It appears that Issue Issue ID: 8905816 (reported 11/12/2020) was closed 7/31/2021 without inspecting the work completed. The
    work appears to have been completed 10/01/2021. Having the opportunity to be at the shopping center on 10/01/2021 a casual
    tour of the the work was conducted.

    Positive Inputs:
    1> A substantial amount of seem to have concluded on on 10/01/2021. The exact start date of the work is unknown.
    2>The "minor" contributor to the macro-drainage issues leading stormwater runoff to Leadmine Lake/Pond

    Negative Input:
    A casual field inspection of the work completed revealed a dismal attempt at correcting
    the primary issues of the original Issue ID 8905816.

    Restatement: 8905816
    Abandon Stormwater Impoundment Pond resulting in cascading water falls into Leadmine Lake/Pond (originally know as Doctor's Pond).

    Rain Event: November 12, 2020: Approximately 9AM. Estimated 2.5 Inches of Rainfall at the time of observation.

    Vicinity: Across the street from 6504 Valley Estates Dr.

    Observations: <11/20/2020 observations restated along with inputs from 10/01/2021.

    1> The Stormwater impoundment pond feature was not filling, collecting, treating, or releasing any observable rain water from the 11/12/2020 rain event.
    10/01/2021: Unable to verify until next rain event.

    2> The Stormwater impoundment pond feature appeared to be locate "higher" than major drainage collection site.
    10/01/2021: Still true.

    3> The Stormwater impoundment pond was located above the natural collection drainage for the site.
    10/01/2021: Still true.

    4> There was a significant breach in the Stormwater mitigation features of about twenty- thirty feet were the stormwater was collecting and starting the cascade.
    10/01/2021: Verified now new drainage feature was added to mitigate the effect of the waterhead at the breach or stormwater drains above the breech.

    5> The "breach in the Stormwater mitigation features" appears to be a relatively new modification of the of the site stormwater plan.
    10/01/2021: Verified "some" quantity of rip-rap plus scrap asphalt has been placed at the breech.

    6> The cascading head of water was dropping about forty feet into the Leadmine Lake/Pond via the Valley Estate stormwater drains located approximately across the street from 6504 Valley Estates Dr.

    Unfortunately, while attempting to complete a Wake County Pistol Purchase Permit Application an ambiguous term appeared in the third question using the term "INeligible". The mix use of upper and lower case letters in such a term made parsing the question "a guess" as to what the indented purpose of the question was.

    The application process ended without me being able to contact the support team for this application process. Please pass this issue along to the appropriate Wake County support team.

    It seems that the Mayor and the City of Raleigh have encouraged early morning paving projects. Saturday, 5/29, at about 0239 hours a significant amount of movement could be heard. Sunday, 5/30, there was a similar event. Monday, 5/31, at about 0758 hours it was observed that the paving project was incomplete and that there was project debris in along Lynn Road near the Creedmoor intersection (see photo with property management telephone number of exact perspective/location). .

    Also note that the commercial parking lot at 6300 appears to have served as the staging area for the paving project.

    Let's hope that the Mayor/City Manager properly addresses this incomplete paving project and has the project's debris removed from the right-of-way.

    Mud flow entering the Raleigh Stormwater drainage system not due to a rain event.

    At least it does not stink this time. But a flow of mud sediment was observed this afternoon 3/25/2021 at about 1600 hours. The flow was entering the water easement rip-rap drainage ditch feature from one of the two Raleigh Stormwater street drains located on Valley Estates Dr. This mud flow was then exiting the rip-rap drainage ditch, flowing under Belle Crest Dr (6301 and 6305) into the Leadmine Lake (private lake owned by the Leadmine Home Owners).

    Today's Report.
    It seems that the troll has returned. The bubbles/foam seem to have returned. Photos were taken 1/02 and 1/03 that seemed to be exactly like those reported in 0953216.

    But today there was a significant difference today, 1/05. Today there were not only continuous bubble/foam stream from the culvert (generally across the street from 6425 Belle Crest Dr), but there appeared to have been tidal surges or arc segments radiating or spreading from the culvert flow region.

    It appears that the current occupants of 6313 Bell Crest Drive are once again
    using a slightly different calendar that that used in Raleigh. Normal trash
    and recycle pickup days are Tuesday. This Tuesday the bins appeared at 6313
    Belle Crest Dr appeared. They may or may not have been "serviced" by the
    City of Raleigh. Either way they have continued ot remain at curbside since
    that date.

    Casual observation seems to support that the residents are actively filling
    the bins at curbside. However, they seem to have not elected to close
    the bins lid.

    and exact location.

    If City of Raleigh no longer wishes to enforce minor city ordinances, let me know.

  • 2001 Cayuga Pl Raleigh, NC, 27612, USA - Raleigh Council District A

    If the City of Raleigh has placed the "debris pile" on Valley Estates Dr to serve as a "speed abatement" feature the City has been successful. However, if the owner of 2001 Cayuga Pl is responsible for that "debris pile" there may be a significant "TRAFFIC HAZARD" issue.

    This debris pile has been there through two weekends. It originally stood about five feet tall. But with the rains the bio-mass has begin to settle. The mass extends about six to eight feet from the curve. Plus it has at least one large log (3 to 4 inches in diameter extending well beyond the pile for another four feet).

    Is there anyway to remove this debris pile before the "holiday dunks" barrel into it or each other?

    There seems to be large tree removal project at 2001 Cayuga Pl of some type. It started about three weeks ago and then ran out of steam. This debris pile on Valley Estates Dr matches the much larger pile found immediately fronting 2001 Cayuga Pl.

    As a minimum it is suggested that the RPD place suitable street warning barriers until the "owner" properly resolves the "TRAFFIC HAZARD".

    There seems to be a troll living under the culvert locate across from 6425 Belle Crest Dr who is blowing bubbles into the stormwater drainage system.

    This afternoon while visiting the Leadmine Lake/Pond it was
    observed that a "significant" number of sizable bubbles were streaming in the culvert flow.

    A set of seven photographs were taken to document the observed event from above the culvert.

    After delaying our trip to a local coffee shop we started North on Valley Estates Drive towards its intersection with Lynn Road. It was observed that a cascade of stormwater runoff was surging from the retail space about fifteen-twenty feet above. A casual observer could conclude that this was not a controlled release of from any stormwater mitigation feature. An appropriate set of cell phone pictures was attempted.

    Observations:

    1> The Stormwater impoundment pond feature was not filling, collecting, treating, or releasing any observable rain water from the 11/12/2020 rain event.

    2> The Stormwater impoundment pond feature appeared to be locate "higher" than

    7> No observation regarding the self-storage facility or its possible contribution of discharge of stormwater drainage was possible to a casual observer.

    It appears that the current occupants of 6313 Bell Crest Drive are using a slightly different calendar that that used in Raleigh. The observation takes on a more urgent nature since a "fox" was sighted evening of 8/26 crossing Belle Crest on its way to the pond.

    Actually it may have more to do with the operation of an unlicensed/unregistered short-term renal dwelling. Some time ago owner published a letter to the neighborhood explaining that since the dwelling did not meet code due to unapproved construction he was unable to sell the dwelling and was going to employ some type of
    multi-family rental agreements to occupy the dwelling

    As can be readily seen from today's photo's the accumulation of garbage and recycle items seems to exceed the capacity of the single garbage bin and recycle bin.

    Tax record data to establish the owner of the dwelling will be forward in a subsequent comment.

    About 1600 this afternoon it was observed that the "creek" was running without any rain falling. Upon further review it was observed that there was a discharge of apparently being pumped from 6400 Valley Estates drive. This was an unannounced discharge that impacts four lots with rip-rap drainage that then enters the City of Raleigh stormwater drainage system that crosses Belle Crest Dr in the vicinity of 6301 and 6305 Belle Crest Dr. Once entering the stormwater drainage system that discharge feeds into the Leadmine Lake pond. That pond is already overstressed to the point were stocked fished are beginning to die-off. The discharge is does not have an overpowering odor but numerous spots along the discharge flow exhibit "bubbles collections" not typical of a normal rain event.

    The "What is the issue" does not offer a suitable item for "suspect discharge"

    It happened again. See Issue 7803398 for a prior report of a similar observation. It seems the Trash Santa has returned. Last even about the trash bin was moved to the curb with one mostly empty 13 gallon kitchen bag at about 7 PM. This morning at about 8:45 AM I while throwing a facial tissue away in my assigned trash bin I observed a large probably 50 gallon heavy ply black trash bag consuming most of the space within the trash bin.

    The attached annotated image, p005_trashDelivery.png, depicts the "discovered" trash bag. A review of my surveillance video, 200629_0658_2058.mkv, did not produce any solution. It did show me "making" two trips to the trash bin at the curb before 9 PM. It also showed PacMan passing by my residence going to and returning from a customer further North on Belle Crest Dr. Thanks go to him for following-up on the first incident.

    Site of Trash Schedule Issue:

    We have a complex neighborhood situation that involves trash bin scheduled and foxes. This morning it was observed that the tenant/B&B residents at had placed their City trash bin at the curb. The neighborhood's normal pickup is Tuesday. A photo of the current "trash bin placement" will be attached.

    This residence has apparently been cited by the City for their trash bin early/late placement/recovery.

    The growing complexity arises from the "garbage" that has begun to rain from the trash bin.
    This garbage is serving as an attraction to a fox which prowls the region. A photo of today's fox dropping will be attached.

    The owner of the property has issued a written notice that the property is serving as some type of B&B for his employees and relatives. His rationale for doing so is stated in the notice. Apparently, he is unable to sale the residence due to un-approved living quarters expansions. As such with the volume of people in residence has place a burden on their one bin trash can.

    Upon returning from the doctors office, we started sanitizing our passenger car with appropriate hand wipes. Upon completing that task I went to the curb where the garbage bin and the recycle bin were awaiting pickup (Tuesday May 12, 2020) . As I opened the lid of the garbage lid , I discovered what appeared to be several "added" 50 gallon trash bags with kitchen or restaurant debris in them. When the garbage bin was placed at the curb on the evening of Monday, 5/11 there was one 31 gallon kitchen trash bag, debris from BBQ activities, and "packaged medical and quarantine residual items".

    Since the discovery of the "trash unknown origin" the garbage bin has been sanitized for the protection of the residents and the city sanitation workers.

    An outward looking video camera was operating at the time. But a useful image has not yet been obtained. After registering this item with the city, we will seek to obtain any appropriate videos that might be available within the neighborhood.

    Our expectation in reporting this is to establish a trail in case there are unwanted items placed in the garbage bin or recycle bin.

    The attempt I made to report the sludge entering the Leadmine Lake pond had a critical error in it.

    As of this AM there has been no publication of the report made yesterday about the apparent raw sewage sludge entering Leadmine Lake. The culvert running under the north end of Belle Crest Dr suddenly received an in-rush of sludge with and extremely gross smell tainting the air. This tsunami of sludge caused at least two fish to swim to fresher water.

    I erroneously reported the most likely entry point as Buckeye Crt and Trawick Dr. The correct entry point is Buckeye Crt and Tamarak Crt. A street map showing the entry exact sites. A full search of the draining basin strongly suggests that the indicate stromwater drains is where the sludge entered. The only other point that was identified was a location where a grease bin had apparently been "cleaned". That cleaning site did not display anywhere as much residual water as the Bcukeye Crt site. But it did have an excessive amount of residual water remaining around a manhole cover. That site is located behind 6300 Creedmoor Suite 109-110. A picture will be upload later to support this observation.

    We seem to have a neighbor, 6416 Valley Estates Dr., who has acquired a taste for historic field fortifications. They have camouflaged a "belt of Palisades" as described at https://markerhunter.wordpress.com/2016/05/20/fort-fri-obstacles-pt5/ (see the attached image). Not only does this present a dangerous obstacles to individuals running/jogging in the street, but on-going vehicles in East lane must drastically veer
    to the center traffic to avoid the "spikes" of the Palisade.

    But then of course this may be a neighborhood initiative to "speed reduction".

    Palisade: A line of sharpened sticks angled toward the attacker to stop or slow their movement.

    The residents may not be aware that substantial "spikes" should not be mixed in with their "curbside leaf collection". They may also be subjecting themselves to a homeowner's liability issue.

    Same song, next versus. See prior issue 6652731 and earlier reports related to 6313 Belle Crest Dr. It appears that the absentee landlord has not conveyed the need to remove the City trash bins. The owner operates something like a AirB&B. According to the kids there are three families residing in this abode.

    The uploaded picture was taken this evening 11/20 as I checked my mailbox around 1800 hrs.
