The plate is no longer positioned over the hole. The bigger concern is why has this spot been repeatedly dug up? It has been covered, a giant leak appears and it is dug up again. At least 3 times in the last year. There is a serious underlying problem that should be properly addressed. Who can I contact about this issue?
