    This issue may fall outside of the city R.O.W., however it poses a danger to the public entering Speeder and Earl's coffee from Pine Street. This unsecured steel plate is not flush with the surrounding pavement, and it shifts several inches down on the corner if someone walks across it. Upon lifting the plate, I discovered that it is covering some kind of abandoned water-filled cistern or utility hole...looks like it may have had a proper manhole covering it at one time. The property owner needs to find a safe, permanent solution before an injury occurs.

    Cars like this BMW wagon are regularly parking on the grass shoulder of this section of Pine Street, causing damage to the grass. It looks like there may have been a curb here at one point, It should be replaced to prevent vehicles from parking on the grass.

    In addition to the other trash along the pathway between Macy's and Hotel Vermont, I came across this backpack. Based on its location, I wouldn't think this is a "suspicious package" despite what appears to be wires or cables coming out of it, but there could still be needles, sharps or contaminated objects inside, considering that it appears to contain medical equipment. Writing on one of the devices falling out of the bag says "Injection Gold Probe - Bipolar Hemostasis Catheter".

    From my office on Pine Street, I have a good vantage point of the Pine Street crosswalk at Marble Avenue. Dozens of cars blow through this crosswalk (and likely others), ignoring the active pedestrian warning beacons. Vermont Motor Vehicle Law states: "Pedestrians maintain the right of way crossing a roadway when a traffic signal is not present if crossing in a marked crosswalk. Vehicles shall slow or stop to allow a pedestrian already in a crosswalk to cross the road." I cross Pine Street here several times weekly, and have witnessed distracted or aloof drivers narrowly missing pedestrians in the crosswalk, including myself. Would it be possible for BPD to set up some increased enforcement at one of these intersections, especially with warmer weather approaching and more pedestrians crossing the street? Officers could sit here and have a field day observing drivers (and maybe some pedestrians) violating the crosswalk law.
