Officer checked was unable to find violation. Can you provide more information to the location to make sure we are checking correctly.

This is an ongoing issue because the curb is missing along this section of Pine Street. The vehicle in the picture is parked 18" beyond the edge of the road. Since "Parking on lawns, yards, walkways, greenbelts and right-of-ways is prohibited by City Ordinance Sec. 20-62, 20-156 and other regulations," it appeared to me that this vehicle (and others) are in clear violation. Until the curb is repaired or replaced, this issue will continue, and the shoulder will continue to erode. Even though this vehicle is clearly parked on a grass R.O.W., is it not in violation/not enforceable due to the lack of a functional curb? I'm curious how and why the officer was unable to find a violation based on my understanding of the City Ordinance. Any clarification would be appreciated.

I believe the parking manager is missing the point. Cars will come and go. Can DPW acknowledge this and install a proper curb to prevent this illegal parking.
