After multiple protracted fixes by the City, the homeless encampments are back with all the trash and filth. The tents are so large that the sidewalk is totally unusable. After each clean-up, they just move back in within a day.

A homeless encampment is just starting on 23rd Street. This is encroaching on a residential street. The trash and filth is beginning to pile-up in our neighborhood.

Homeless encampment, trash & filth. Very unsanitary and smells like urine and feces and raw sewage is polluting our Lake. Encampment is on the right side of photo on water's edge in trees/bushes.

The homeless encampments are back after a few months of hiatus. Presently there are two tents camped on Cal Trans property. They are very hostile people. I was trying to get a closer picture when one of them said that he will break my camera and my face. A very bad and dangerous element on our block.

Dear Cal Tran. Please send your weekly clean-up crew. It's very fifty because we made a big mess. We moved just over the fence on Oakland City Street while you are doing your clean-up. We will move back after you do our clean-up

    Thanks
    Your Tent City Encampment

This is my second posting to report this issue. The first posting claims that a Moderator is reviewing it. To me that means that all posting are screened to their liking.

The report is that the Homeless Encampment is moved from the other side of the fence into City of Oakland's City Streets. They do this because they need their weekly clean-up of their fifth. It's not rocket science to figure out their pattern. If you look at the attached photo, it looks the same as before but it is not. Just look at the date. They do this again, again and again. Same old scene but with a different date.

Today, a large crew with heavy equipment and trucks kick-out and clean-up the homeless encampment behind the fence on Cal Tran Property. In total disbelief, they just moved all of the tents to the other side of the fence onto City Sidewalk right in front of the Cal Tran crew that was supervised by CHP !!!!! If you look at the photo, at the end of the block, you will see a grey tent with a red stripe on the bottom, behind this tent you can see the CHP patrol SUV. In other words, they set-up tent right in front of the CHP Officer and he could do nothing or don't want to do anything about it. Wow, I think we totally screwed !!!!

On 8/18/15 report #1854761, I wrote, "Things are getting uglier. They are very raucous at night. Not safe. Neighbors are getting very upset. It's just a matter of time when something bad is going to happen." Well, I was right ! On 9/2/15 someone was shot and killed on MLK between 23rd & 24th Street. Just today, 3 days later, on 9/5/15, a dead body was found inside one of the tents on 23rd Street. All the homeless people abandoned their tents in fear of police interrogation. With 2 dead bodies within 3 days, isn't this enough cause for the City to do something or is this a sanction killing zone?

They're back again, again, again. Since reported on 8/4 #1828858 / case #597089 they moved on 8/10 to the other side of the fence into Cal Tran property. The photo will show that not all the tents has moved. Moreover, look at all the trash & furniture that they left on the City's sidewalk impeding the pathway of pedestrians. Very dangerous, many drug dealings.

They are back, back, back, back, and back again. They just moved from Cal Tran side of the fence to Oakland City Sidewalk. Back are also the the filth, garbage, and drugs. This is a game they truly know how to play and Oakland is at a lost what to do about it. The question begs, "Would an Oakland Civic Leader tolerate a tent encampment on their block of residence?" Moreover, would they be as tolerant as us to have these encampments to move back and forth a few feet? Collectively are we not County of Alameda tax payers in good standings? Collectively do we have any rights? Aren't they violating any City Codes? Are they not blocking a City Street and impeding pedestrian's right of passage?

They are back again (again, again, and again). They just moved from the end of 23rd Street on MLK to across the street behind the fence into Cal Tran Property. They really know how to play the game. With no fines, penalties, or consequences, they can do this in perpetuity. Check-out the photo and you can see seven tents. They can mockingly say, "Hello Oakland, this is our claimed Homestead in your Face".

They're back again, over and over. Since I reported on 6/30/15 case #1745543, they moved out on 7/3/15 from the sidewalk to behind the fence into Cal Trans property 10 feet away. On 7/9/15 they were forced to move. Today they/re back 20 feet away on City street blocking the sidewalk on MLK and 23rd Street. To them, it's a big game that they can play with impunity.
