H&R Block (located at 3220 W. Cary Street) is again illegally posting advertising signs. This is a reoccurring issue as they frequently violated the law last year.

Sec. 19-22. Posting of signs or advertising prohibited.
It shall be unlawful for any person to paint, mark or write on, or post or otherwise affix to or upon a public way or fixture thereon any sign or other form of commercial, noncommercial, or political advertising, promotion, solicitation, communication, or display. It shall furthermore be unlawful for any person, firm, or corporation to cause or, with knowledge, permit such actions to be taken on such person’s or firm’s or corporation’s behalf.

Vehicles weighing more than 6,500 pounds may not be parked anywhere in residential areas. Trailers and motor homes of any weight may not be parked on streets in residential areas. This ordinance applies to all trailers, including those containing boats. The Richmond Police Department enforces these ordinances by issuing parking citations to the owners or operators of violating vehicles.

The trailer did not have a visible license plate, so attached is a license plate of the vehicle towing.

Business left their private property on the public space overnight in violation of Sec. 90-281. Sidewalk café standards: operation.

(b) Daily removal. All tables, chairs, umbrellas, barriers and other fixtures and appurtenances shall be removed from the sidewalk café each day within one hour of closing to patrons. Such items shall be stored in an enclosed building.

The banner flags that line Cary Street has come loose and fallen to the ground.

Representative of business owner at Doner Kabob was drilling into the sidewalk to affix planters to the ground. Police were called and owner said there was no permit from City of Richmond.

Furthermore, the owner is trying to extend his business space by taking over a large section of the public space (sidewalk), limiting the ability of pedestrians to pass through area.

Cars parked on sidewalk force pedestrians to either walk on private property or into the street.

Vehicle has been parked at this location for a while and is not drivable.

A city banner has come loose from its support and blowing over both the street and sidewalk.

Violation of Sec. 19-21 and Sec. 19-22 of the Richmond Code

This sign overhangs the public right of way and due to poor construction, flexes in the wind and strikes pedestrians using the sidewalk.

This intersection is dangerous. Cars routinely stop well within or past the pedestrian crosswalk.

Cars turning left off Ellwood onto southbound Nansemond have a difficult time due to the cars stopping sometimes 2 car lengths past the marked area.

Recycling bins are in the public right of way and blocking safe access for persons with disabilities.

Both state the City will enforce the garbage supercans and recycling bins left out passed their allowed times. Furthermore, the latter states that it is the responsibility of the Department of Public Works (Richmond City Agency) to assess the civil penalty of $50 per receptacle left out per day.

Please remove this bike as it is locked to a city tree in violation of city ordinance.

Recycling was picked up on February 16, 2015. This is becoming an epidemic in the Museum District.
