It's mulch, not waste. If it's there for a week, I would consider it a problem. The owner could have (and should have) dumped it in the driveway, but I think logging an issue is an over-reaction.

I would wait a few days. They did line it and mark it. Better than the old Navy practice bomb I found in the yard Saturday! :)
