Have you submitted a "complete streets" request? http://www.cityofnewhaven.com/Engineering/completestreets.asp Many other neighborhoods/Aldermen have submitted these since the bill was adopted recently.
With all due respect, police enforcement is not a good long-term solution to fixing this problem. I have looked at the police enforcement statistics for a number of streets around the city. The police might show up once or twice, and give out 20 tickets, but then the problem comes right back.
I agree that the speed limit should be strictly enforced but it has to be done systematically according to a plan, not just whenever the department feels like addressing it.
Obviously, the design of the road itself is completely inadequate for the needs of this neighborhood. Neighbors should get together and turn it back into a street that serves the needs of the people who live there. Speed humps may have been a first step but there are dozens of other very low cost ways to reduce the travel speeds here.

Still waiting to see a cop taking radar on Lexington Ave. Still waiting to see ANY result on the mayors promise to quiet down all the Harley riders setting off all the car alarms in the east shore district as well.
Here is a hint to the police- take radar readings on Lexington Ave between 7 and 8 AM while children are waiting for the bus to come.
