Very large and deep potholes between Snelling and Hamline. Almost got into to an accident from a driver who decided to stop on the street and wait for cars in the other lane to pass, so they could drive around these large/deep potholes.

I'm all for fixing potholes, but you do realize that the phrase "almost got into an accident from a drier who decided to stop" indicates that you're driving too fast and following too close?

Understand your point, actually there were two cars in front of us, and you don't expect someone to stop in the middle of the street. SPPW put a construction horse on the pothole.
