These openings are showing up all over the neighborhood - I came across one on Sheffield yesterday - and agree that they'll be a problem for walkers or pets, especially after dark. I looked around to see if the old cover was nearby and would have replaced it had it been available. Personally, I see them as a potential lawsuit for the City, for which they would have little defense.
