It's not under any power lines (though FPL is often legally allowed to top trees), so it was done either by the city or an adjacent property owner... Looks like it was done a few months ago?
From city code - Sec. 94-446
(2)b.3: Tree topping or hatracking is prohibited. The severe cutting back of limbs to stub larger than three inches in diameter within the tree's crown to such an extent so as to remove the canopy and disfigure the tree shall not be done on any tree.
