The outside lane traveling both way is the worst of the road and as of right now no one drives in that lane unless they need to turn from it. Filling it with asphault and not packing it down just makes it worse due to when the asphault fully cure or hardens it then gets pulled out of the hole by cars driving over it and then leaves a huge chunk which bounces up under you car that causes damage.
