The sidewalk, and street, are significantly raised here ... the sidewalk a good 4 inches... and presents a tripping hazard. There are many elderly and children that regularly walk the neighborhood, and this morning I saw one of my elderly neighbors catch his tow on the raised sidewalk.

Interesting. I never knew that, and I suspect others don't either.
So, pursuant to section you referenced and linked, will you be notifying the affected property owners of the necessary repairs needed?
Also, interesting enough, when I first reported this matter in 2014 (request # 1251920), the City did not respond with this information, and did not repair it.
