As one walks up Mandela toward Target, just south of the MacArthur Freeway, there is a metal fence on the right side of the street. *Just* before the freeway, where the fence indents away from the sidewalk, three of the first fence bars have been sawed out of the fence.

Is the fence you are reporting the fence for the vacant lot under the freeway overpass? or is this the fence for the property/ business right before going under the freeway overpasss? Your assistance in this matter is greatly appreciated.

This is for the fence for the vacant lot under the freeway overpass. As you go north on Mandela, it's on the right side of the street, just past the boundary fence separating the vacant lot from the lot for the business next door. The fence indents away from the sidewalk, right next to the support pillar for the overpass; that's where the hole in the fence is.
