Drivers on Whalley Ave. tend to run the light at Davis
Street, creating a dangerous condition for drivers entering
Whalley Ave. from Davis Street. Would it be possible to have
an extra delay between the light turning red on Whalley Ave.
and the light turning green on Davis Street?

The basic problem is that red light running is a metropolitan-wide issue (including at least in Hamden and Orange as well). Drivers are utterly out of control.
I suspect that increasing the timing interval at this one intersection would only encourage Whalley drivers to run the light even more brazenly, because they would realize they have a lot of extra time to do so.
The only real solution would be emphatic, consistent enforcement of traffic laws.
And/or red light cameras.
Meanwhile, I suggest blaring your horn at any driver who is running the red light. It's what I try to do (with, admittedly, minimal results). And, of course, be sure to look both ways before turning from Davis into Whalley.

Also, the light now seems to stay green somewhat longer for Davis St. drivers, and the light seems to turn green more *often* for Davis St. drivers (that is, it remains green for shorter times for Whalley drivers). These, too, seem to have helped.
Nevertheless, it remains essential for Davis drivers to be sure to proceed with caution through even a green light. Whalley drivers are monomaniacal in their determination to speed wherever and whenever they can.
