The Kansas Street SAFE Association (aka neighborhood watch) has lobbied against it. I'm quite in favor of it since it would tie us better to the Mission and provide a less traumatic way to get over the freeway than using the Chavez underpass, but the Kansas St people, ignoring the fact burglars use cars, seem to feel it allows criminals and homeless people access to the area and an escape route. Thus they have made it politically incorrect to ask for the overpass to be reopened.
It would be a wonderful legacy to have this public land mark returned to the community it was given to by the state with the guarantee to maintain it to the standard of the sf blight ordinance.
The bridge closure was a policy decision and not a code enforcement matter. If you have any further questions, please contact Deputy City Attorney Nicholas Colla at 415-554-3819.

Thank you for reporting these issues. We have referred the homeless encampments to 311 which has alerted the Department of Public Works and assigned service request #3294382. The over grown trees have been reported via 311 to the Department of Public Works Bureau of Urban Forestry and assigned service request #3294393. For further information or questions, please contact Deputy City Attorney Nicholas Colla at 415-554-3819.
Now in its present condition it is a blighted property causing property value decrease and a public safety hazzard effecting the surrounding population in a negitive matter.
A clear clear code enforcement violation.
What is the policy to have it reopened and maintained?
The Department of Public Works and Cal Trans have reported that the homeless encampment has been cleared as well as any remaining debris caused the the homeless encampment. For any policy questions regarding the bridge, please contact Deputy City Attorney Nicholas Colla at 554-3819.
Basically every square foot within 50 yards of each direction of this abandoned property is covered in overgrown trees and litter.
The code enforcement policy is described by here:

Having the bridge closed and unmaintained is a code enforcement matter!
Its Blight.
Address when it will be opened and maintained according to the applicable policy.

There is NO public walkway closure policy and there is no public record of why this location was taken away from the community or by whom.
It was closed illegally.
Otherwise there would be records to narrate the policy implemented.
