PW Staff Update: In response to the question about who to contact regarding an environmental concern or an on-water environmental spill for instance, the approach above was a good one, though there are also multiple resources. Here's a more detailed outline:
Reports of real-time on-going spills here in the City of Alameda where pollutants are either discharging directly into or on the water or into a storm drain should be called into the Alameda Fire Department as a 9-1-1 call.
One can alert the State's Department of Fish and Wildlife on their 24-hour "tip" line regarding reports of polluters (or poachers) at 1-888-334-2258.
The State's emergency oil spill hotline is 1-800-852-7550.
The Ballena Isle Marina can be contacted at the Harbor Master's office at 510-523-5528 or via www.ballenaisle.com or https://shmarinas.com/locations/safe-harbor-ballena-isle/
And you can continue to use the City's SeeClickFix platform for more routine requests or non-emergency concerns or queries.

I had found a link that had a number for the fire department.
They came out, and determined that it wasn't worth cleaning up.
In the future I will contact Ballena Isle directly.
