That is the fault of the city for allowing the constr. company to leave it the way they did when they finished their job. I believe they dug a new water and or sewer line before the winter weather it was never paved/filled in correctly the city should hold bond on these companies for a certain period of time in order to prevent we the taxpayers to clean up someone else's mess.
