SIGNALS COVERED UP: New signals (yea!) work beautifullly (double - yea) but somehow the installers forgot to remove the wrapping from around the signals themselves, so you can't see the walk or don't walk lights at all. Both sides of the street, the signals for crossing Forest Hill Ave. The lights work great (I tested from both sides of the street) you just can't see them.

This request has been received and submitted to the City agencies for review and appropriate action.

2/3/2014 - Service Review: Richmond Traffic Signal Shop Mgmt noted this location has the pedestrian crossing signal lights covered because the plan for re-engineering the automated sequence-pattern has not been finalized as of yet. At that time the covers will be removed accordingly

please explain what"automated sequencing plan" needs to be finalized. Why cover perfectly functioning new lights, thus rendering them useless at best and DANGEROUS at worst in the meantime.?
