Sorry about this on going issue, this continues to be an issue of how to keep this person in jail. We , the Police, have addressed this many times and if we have to do more, we will. Its about the Judicial system and having direct supervision via probation with this person and many others, that ruin good neighborhoods. Unfortunately , this particular person's parent owns the house and the parent lives out of state , so its difficult to push him out. There is a program called "Nuisance abatement" that I will look into to try to get the parents attention.. When I was struggling to remove drug dealers from my NH rental property, I was told that there was a law that stated that if a property owner was found to have knowledge of illegal activity on the premises , that the FBI could come and seize the property. I called the FBI local office and BEGGED them to seize the property and arrest the drug dealers. I was told, "It's not that easy." That's from the FBI ! What can you expect from local authorities? There ARE laws on the books. Perhaps some clever neighbors need to retain an attorney to sue the City for failing to uphold the law. Who would contribute some bucks to that?

Please be careful. I was taking pllate numbers of buyers in my neighborhood; one neighbor told the dealer that I was part of the block watch and the dealer started harassing me, even making a nuisance report to the police saying we had had an 'altercation' after I refused to talk to him. The police are asking us to document activities, without putting protections in place when we do so. They need to do their job, not ask us to do it for them.

I agree with Amanda. The authorities need to do the job they were hired and paid to do and to use every law available to them to fight crime

I agree with both of you. But how do we put the pressure back on the PD if we remain silent. We simply have to move this forward somehow.

I would greatly appreciate your following up on nusciance abatement. I know it's partly the judicial system but if we keep up the pressure we can raise the pressure on them also. Amanda..nobody is asking you to put yourself in harms way but if you happen to observe something suspicious from a distance ,like ," through your living room window", "your car as you drive by", "your back yard" ..we are not asking you to go up to the car and get the plate while everyone can see you..The plate is a bonus but we really dont want you to put yourself in any danger to get it. All we ask is the "color of the car", " small car or big car", " one person or two persons", "boy or girl", etc. You have to remember the officer is not there watching it with you , so, the more pertinent information you can come up with to tell the officer or me, the better chance the officer or me has to catch the person. So we can stop the activity from happening. Thats why I give out my office number and my cell phone number so you can call me, sometimes people feel more comfortable to talk to someone they know and trust. Amanda I have to believe there is power in numbers. He filed against me too. But we all have to stick together and push the pd to do their job. He has violent tendencies. I get that. But if we work together it will work.

Here is the nuisance abatement law. Looks like it's doable from an official response. The Nuisance Abatement and Quality of Life Act (Connecticut General Statutes Section 19a-343, et. seq.) authorizes state prosecutors to bring civil nuisance actions against persons and property that are involved in certain types of illegal activity.

Unlike ordinary criminal prosecutions, nuisance abatement actions focus on cleaning up properties that are magnets for illegal activity, in addition to punishing wrongdoers.

The Nuisance Abatement and Quality of Life Act requires a minimum of three arrests or the issuance of three arrest warrants indicating a pattern of criminal activity on the property during a one-year period before a nuisance abatement action is brought.

Not every criminal arrest or arrest warrant makes a property eligible for nuisance abatement action. The law specifies ten areas from which arrests must be made to precipitate a nuisance abatement action:

Drug trafficking
Illegal gambling
Prostitution
Obscenity involving minors
Illegal liquor sales
Motor vehicle "chop shops"
Inciting injury to persons or property
Murder
Sexual assault
Felonious assault

Public nuisance actions are filed in the Superior Court for the Judicial District where the property is located. The prosecutor will seek court orders or negotiate a stipulated agreement for whatever relief is necessary to stop the criminal activity underlying the nuisance. Many remedies may be possible, ranging from screening prospective tenants for a property to closing the premises.
Multi-Agency Response to Community Hotspots

The Multi-Agency Response to Community Hotspots, or M.A.R.C.H. Program is designed to attack chronic nuisances created by both commercial and residential properties.

Residents alert their Community Policing Officers to nuisance properties, including illegal social clubs, bars and stores that are magnets for criminal activity or problem houses or apartment buildings. The police department then prepares a list of nuisance properties based on a history of complaints and criminal incidents.

The Nuisance Abatement prosecutors assemble a team of municipal and state inspectors and arrange for administrative inspections of the nuisance properties. The team will visit each location and each individual agency will conduct an inspection.

Inspectors may cite landlords for violations and arrests may be made. If conditions on a property pose an immediate danger to the health or safety of the tenants or surrounding neighbors, an administrative agency can ordered the building closed.

In addition to coordinating prosecutions with the Nuisance Abatement Unit, the M.A.R.C.H. team can also coordinate follow-up action with the local Housing Court prosecutor.

Its a great law to have but very difficult to pursue , Ive had a little experience in this with a bar in Fair Haven and we closed it down, it took about 50 arrests in and around the property. I would think to seize someones residential property must be 10 times difficult because there is not enough substance to make that many arrests in a timely fashion. The courts want immediate violations and arrests.

That is distressing to hear. Well, many things in life are difficult but we have to persevere. The Cove is the last lovely area of the City. When we go, there goes the City.
