A builder is building three new homes on Village Park Drive but has no trash container on site. Trash is piling up on the lots, overflowing into the streets, and blowing into neighbor's yards. They have also placed two porta potties in the street behind a homeowner's drive way. Is a trash container not required for new construction and does the city allow porta potties to be kept on active city streets?
