Littering is not the same as illegal dumping. SeeClickFix might consider adding a "Littering" category so that people can use that option rather than be pushed to "Illegal Dumping."

Yeah, "other" seems like a Black Hole for sure. Perhaps SeeClickFix can create a "Litter Hot Spot." When a dozen or more citations come in over a defined period of time the city can add more or bigger trash bins. Because litter is a problem.

This amount of litter looks as if it came out of somebody's car all at once. I'd not hesitate to call this "illegal dumping".
But having a LITTER category would be very good.

Hard to determine the cause. It could be from someone dumping the nearby trash can (just other side of bus stop), the dumpster "leaking" when lifted to trash truck (who's responsible in that event?), etc. Whatever the cause, it is in the street, is very unsightly, and needs picking up.
