With all of the low budget motels, there are so many folks that (seemingly) don't own a car and they walk Rte 9 in between the Northway Exit 13 ramps and Price Chopper, Malta. This occurs ALL hours of the day and NIGHT, in all kinds of weather.
SO many of them walk w/traffic, in all dark clothing (hoods up-not good!) and some are handicapped. It's crazy!!! I don't know what can be done? Lighting? Walkways? "No pedestrian" signs? There have been too many deaths already and more are certain to follow.

I totally agree with this. This is a 55mph speed limit road without a sidewalk. At exit 13, there are several ramps coming into and out of the highway and then you will occasionally see people walking around here.
This winter ,on my way home from work it was already dark at like 6pm and I was merging with this road on the ramp of I-87 Northbound. I had to come to a complete stop due to a person pushing another person across the road in a wheelchair. The person pushing the chair was wearing all black. Since there is the curve right there, your headlights don't hit the section of road in front of you right way.
I don't know what the solution is to this, but this does seem dangerous to me.

People limping/staggering/pushing a wheelchair/talking/texting on their cell phone/listening to their ear buds w/their hood up/pushing a stroller across Route 9, a 45 - 55 mph road, while not paying any attention whatsoever to the cars around them, is, literally, an accident waiting to happen. (Throw in the many bicyclists, too, that don't follow the rules of the road.)
Personally, I am SUPER cautious, but many others are not. If you have ever driven on Rte 9 in Ballston Spa/Malta during rush hour ALONE, you would see what I am referring to. Not to mention late @ nite or during snow/rainstorms. EVERYONE is responsible for being cautious and most of all, using good judgment, right of way or not. If you have been driving as long as I have, you know as well as I that there are A LOT of inexperienced, distracted, texting, cell phone chatting , drunk/stoned, poor drivers out there. (Refer to the person that pulled out in front of a trooper car over the weekend in this exact area and caused someon'es death.) I don't like it either, but it's a reality.
I would suggest that if it is to be a pedestrian safe road, there need to be sidewalks, street lamps, a lower speed limit and cross walks. I don't know if that's even a possibility, but if the several motels along the road aren't really motels, but rather full-time living quarters for dozens of people, something needs to be revisited.

Poor Lighting - Unnecsary Car Accidents / Deaths

This section of road has very little/poor lighting and has been the scene of 4 FATAL automobile and pedestrian accidents in the past 2 1/2 years. Drivers can't see pedestrians and pedestrians are not wearing safe colored clothing. Something needs to be done about the speed of the cars traveling through here and the lack of lighting that would allow drivers to see the road and their surroundings better.
