Dead animal. There is a vacant lot with a fence around it between the house ( 892 Isabella st) and the True Vine church. There is a little grey kitty with a pink collar laying there.

This'll be very disappointing to you, but if it's private property (sounds like it is), a fee must be paid to Animal Services
(1101-29th Ave.) before a dead animal will be picked up [within a week of the $62. payment]. And could anyone gain entry to the lot to remove the dead animal?
Is there any info. on the fence to identify the property owner? Would the church or the house next to the vacant lot know who the owner is?
Code Enforcement (238-3381) deals with blighted property, BUT NOT DEAD ANIMALS apparently.
This is a sorry predicament...
