These 3 run-down buildings have been problematic for years. Drug sales and use, fights, constant noise and regular police visits.
Code enforcement recently visited and green tagged all 3 addresses as unfit for human habitation. Yet, the buidings are still full of people?
The neighbor appreciates code enforcement departments efforts. We really do. The easy part seems to be taping the green posters on doors. The hard, but much more important part of the job, is enforcing what's written on the green posters. Making sure the buildings are actually vacated, then secured, brought up to code standards, inspected and finally rerented. Without strict enforcement, not much changes.

I honestly dont think anyone in the city keeps track of nuisance abatement points anymore. If I am wrong, I'd love to hear about ANY nuisance property in Troy that has been closed due to too many nuisance abatement points.
I say nobody is paying attention to nuisance points anymore because problematic rental properties that have known drug dealers living in them, have had SHOTS FIRED at or inside the building, the police show up, the news crews show up and yet the buildings are continued to be rented to the same people. No interdiction from the city at all.

I'd love to know who's in charge of the nuisance points in the city. They sure don't seem to be doing a very good job with the program.

Why even bother placarding a property as "unfit for human habitation" if the code dept doesn't actually make sure the building/s are vacated by the date on the placard?

§ 176-11Vacating of declared building.
A.
Any dwelling, multifamily dwelling or structure which has been declared and placarded as unfit for human habitation by the Director of Code Enforcement and/or his/her designee shall be vacated within a reasonable time as required by the Director of Code Enforcement and/or his/her designee; and it shall be unlawful for any owner or operator to let to any person for human habitation said dwelling, multifamily dwelling, dwelling unit or structure; and no person shall occupy any dwelling, multifamily unit or structure which has been declared or placarded by the Director of Code Enforcement and/or his/her designee as unfit for human habitation after the date set forth in the placard.
B.
Occupancy of building. No dwelling, multifamily dwelling or structure which has been declared or placarded as unfit for human habitation shall again be used for human habitation until written approval is secured from the Director of Code Enforcement and/or his/her designee. The Director of Code Enforcement and/or his/her designee shall remove such placard whenever the defect or defects upon which the declaration and placarding action were based have been eliminated.
C.
Report of notice to vacate. The Director of Code Enforcement and/or his/her designee shall furnish a copy of each notice to vacate a building to any official of any other department of the City administration concerned therewith (Police Department, Fire Department, etc.). A copy of notice to vacate must also be furnished each affected tenant of said building to be vacated.

Have these apartments be "un-greentagged" by code enforcement? I ask because most of the building/s are still occupied. A couple units have vacated but most tenants remain undeterred.
What exactly is the procedure for a green tagged building to be inhabited again?

Even though the people still living in these buildings have torn the big green placards off , the apartments are still not supposed to be lived in.
386 2nd floor and the 4 units at 384/386 10th street are all supposed to be vacant due to being unfit for human habitation. Ride by at night and see all the lights on. The city should shut off the power and water to the property until it is deemed fit for human habitation. In doing so maybe the buildings with be purged of the druggies and low-lifes that are illegally staying there.
Come on code enforcement. Enforce.
