There seem to be no signal timing problems at this intersection. The amount of green signal time on all side streets that intersect with Broad Street are limited in order to keep heavy traffic moving along Broad Street. If more green time were added to the side streets, there would be less time for the Broad Street traffic to pass through the intersection...thus more congestion on Broad Street.
