Just call 311 with the information. Look at the registration sticker on the car and get the month and year the car that it expired. You already have the make, model #, the color and the license number. Just call them and they will take the information for the car to be removed. Anytime I notice a car has been sitting on my block for a long time I will call it in. Talking to the owner is unnecessary.
