Is it private property?

The Graffiti Abatement program will perform one “courtesy” abatement on private property. Subsequent instances of graffiti on the same private property will be referred to Oakland's Building Services to enforce under the Oakland Municipal Code §8.10.080.

Removal of graffiti on private property is the responsibility of the property owner.
To report private property graffiti, please contact the City of Oakland Building Services at (510) 238-3381, M-F, 8:00am to 4:00pm, on Wednesdays from 9:30am to 4:00pm or email inspectioncounter@oaklandnet.com.

It is ridiculous that this property owner gets away with this. They are fortunate to have a thriving business located in their property, and this is how they treat the neighborhood? The city should be fining them to the max.

Does she rent that space? If so, it's up to the owner to clean the graffiti. It's very discouraging. You clean it and the taggers return within a day or two and tag it again.
