Tim,
I reported this same signal a few weeks ago. Guy Navellier from the Oakland Electrical Department immediately contacted me to explain how the signal works. It turns out that:
1. It is a touch-sensitive switch, so there's nothing to push.
2. The indicator light will not turn on when the switch is touched.
3. This is a limitation of the controller and cannot be changed unless the controller is replaced, which the City cannot afford.
