This is the 2nd time I have reported this issue. At 10 PM every night, the traffic lights go to flashing - red for Korean Veterans Blvd., yellow for 4th Ave. Last weekend, there were 3 separate incidences of pedestrians nearly being hit (just from my work place). Also, the traffic from KV cannot get across the intersection without taking ridiculous risks, and every night I see close calls between cars. As someone with a disability, it is impossible to safely cross this intersection in any direction. PLEASE keep the lights on a normal schedule, at least until midnight.
