This is an ongoing problem.

Just FYI... the Houston Police have advised me that only the property owner can file for trespassing. In this case Texas DOT is the owner and they have decided to not clear the homeless from their property. If there is a sanitation issue, the City CAN act, but all they can do is clean the area and issue misdemeanor citations. Sigh!
