I have now checked and printed out several subdivision plats in this area of Bass Road, opposite and north of Bowman Road, to the south. All of the plats were done by Donaldson & Garrett, between 2006 and 2015. Per that research, I have found no indication of a public road right of way, beyond (north of) the Bass Road north right of way line, opposite Bowman Road. None of the plats call out that new roadway as a public right of way. Some of the plats describe the roadway as “Proposed Future R/W”. One plat called it “Future Public Dedication”, but I found nothing by my research to tell me that that has happened. There you go. This matter is a private issue.
