People at 57 Elm St always gets new dogs and abuse them by neglecting them (no food or shelter), beating them, kicking them and THROWING them around in their scummy yard. Animals also have fleas and are never washed. They have a young black lab that was just beaten 5 minutes ago. Why isn;t this guy in jail?

Well for one thing it's possible no one has called police to get an officer over to the address. Police generally have to witness animal abuse to address it, but a telephone call to your local department might get an animal control officer over there who may be able to see obvious signs of abuse and/or neglect and to remove the dogs from the premises and possible make an arrest.
That said, it might be dangerous to address the situation yourself. This isn't an overgrown yard complaint, and anyone who might do harm to an animal certainly might do the same to a person.
I would urge you to contact Mark Peters, the animal control officer for the town of Windham. His number for emergencies is 860-465-3135.
This kind of report might not really fall under SeeClickFix's "non-emergency" mission, but it's an excellent report all the same. I'm also going to call Ofc. Peters myself, but it would be better for you to do so since I'm not familiar with the situation.

I take that back... they asked me to call the pound instead of the police department. The number for the pound is 860-465-3087. I already have called and left a message but whomever reported this problem also should call to provide details, such as who is abusing the animals, etc.
