  This is happening all over Oakland right now due to illegal dumping that is not being addressed in a timely manner.

  This not illegal dumping. This is a tweaker fort and more than likely the self medicating occupant/s have refused shelter or motel services. Most have been well schooled by there advocate buddies and there ACLU legal team that they do not have to go if they do not want to. Anything that has rules they are not going. What even better everything about these losers is funded by the taxpayer. Talk about money well spent over and over and---------

  These campers even refuse to go the "tough sheds" because some simple rules such as: 1) no hoarding 2) no drugs 3) limited visitors 4) curfew hours
