Wow, I'm impressed with the quick responses. It is a VA DOT responsibility.
I sketched out below a quick fix:
I think part of the problem is that this stretch of Rt.1 gets a lot of traffic of tourists from the hotels in Crystal City, as well as the Airport.
The other problem is motorists coming north off of the 15th Street on-ramp, trying to get to 110. Marking "VA" in the lane they need to get into would confuse the motorists coming over the 15th street overpass, but maybe if just "DC" was marked in their right-most lane, they'd figure out they should merge left.
