Want it fixed????? then contact the borough and PECO DIRECTLY the borough will most likely complain and find some ordanace that prohibits that and will threating to cite them if not cleaned up in ex amount of time. Also did you stop to think maybe they put that there so in the warmer seasons when they can dig maybe there doing underground wiring of some sort. Want it fixed then go directly to the problem maker.
