1) Get the building owners name and address
2) put the events it writing to that person
3) send a copy of that note to Nuisance Abatement Office
4) post a copy of the note I sent here

Confront your neighbor directly. Look them in the eye and tell them to stop. Let them know it is not OK to sell drugs in your neighborhood. Put up a sign in your front yard, "Drug free neighborhood". Go to the press and share your story.
