Decatur is looking into this. Here's the response we received from the city:
"This does not appear to be a signal timing issue, but is a symptom of the poor intersection design. It also involves GDOT, since the intersection is a state route and CSX, since the area is in the CSX right-of-way. Stacey and I talked to an engineer named Phil at the recent meeting in City Hall about the overall intersection redesign. He appeared extremely surprised that this the case, and said he would put in a call the next day to get it resolved ASAP.
Still no change as of today. We'll call tomorrow to confirm it's being looked at.
