Opis
The empty sidewalk tree pit at this address has been left to overgrow with excessive amounts of weeds. Trash has progressively become trapped or flat out thrown into the pit over the past few months. With the thick collection of weeds it never moves and simply rots causing both a consistent smell and eyesore.
Does or will the city compel neighbors to uphold a modicum of respect for the outside of their homes/rentals?

This is unfortunately not a problem limited to that location. Lots of people let their sidewalks get overgrown, leave trash strewn around, etc.
You may just want to do what I periodically do...grab a pair of gloves and some trash bags and clean up your block yourself. It sucks but doesn't take as much time as you'd think, and worth the price to live on a clean block.
