Description
Pitch black when driving on Artic passing 28th street, people leaving Harris Teeter constantly walk in front of traffic to cross street. I almost struck pedestrians the last two nights coming home from work. They don't stop for you they expect you to stop and you can't see them until you are right in front of them.
