If this is private property, the city cannot require the owner to fix their windows. However, if it poses a safety issue or is in violation of a municipal code, the Department of Building Inspection should be notified. They can inspect the site and require the responsible party to fix the problem. If you think this is a matter that they should investigate, feel free to contact DBI at 415-558-6088.
